The $95 million North Package is part of TRC’s wider $300 million Flood Recovery Program, established in response to three significant flood events that devastated the Darling Downs region in late 2021 and early 2022. The floods caused widespread damage across a vast 13,000 square kilometre area, directly impacting over 23,000 stakeholders and requiring repairs across more than 7,000 individual sites.
Scope included:
- Drainage, slope rehabilitation & bituminous works
- Desilting and repair of drainage structures
- Road formation grading
- Extensive rectification works to approximately 550km of flood-affected unsealed roads and 80km of sealed roads
- Minor bridge construction works
The project was delivered under TRC’s collaborative delivery model, which brought together TRC, Georgiou Group, Golding Contractors, and five local consultancies: Aurecon, Titus Consulting, HIG Infrastructure Group, Tell Advisory, and Stantec. Unified governance structures, including the Project Leadership Team (PLT) and Program Executive Groups (PEGs), fostered positive culture and consistency across the program, and reinforced a “one team” approach.
In addition to rebuilding vital infrastructure, the program delivered significant economic benefits to the region, with over 71% of construction spend directed to local businesses, exceeding TRC’s 60% local spend procurement target.

Project Manager, Blair Stormon said the successful completion of the project reflects the strength of the collaborative model adopted.
“This was a highly complex program delivered across multiple sites and communities. The shared leadership approach fostered genuine partnerships between client, contractors and consultants, delivering not only outstanding outcomes for the region but also setting a new industry benchmark for disaster recovery programs.”
Adding to this milestone, the project team was honoured to jointly receive the Ian Harrington Collaboration Award at the QMCA Annual Awards Lunch on 21 March 2025. This recognition celebrates the strong, solution-focused relationship forged with Toowoomba Regional Council a guide now cited by the Queensland Reconstruction Authority (QRA) for all Disaster Recovery Funding Arrangements (DRFA) contracts.
